What? Many people with disabilities can work all of the time, most of the time, or some of the time – better than not at all. But, how effective is Canada’s system of supports for those needing flexible work arrangements to deal with these episodic disabilities? During this one-hour hosted by Employment and Social Development Canada (ESDC), learn from the experts about resources available to help Canadians with episodic disabilities remain in the labour market, and how other countries handle this complex policy issue.

About the Presenters:

France St-Hilaire is vice-president of research at the Institute for Research on Public Policy (IRPP). She oversees the Institute’s research agenda and coordinates certain projects on economic and social policy. France has written extensively on public finance, social policy and fiscal federalism. She has also co-edited several IRPP volumes, including Income Inequality: The Canadian Story (2016), Northern Exposure: Peoples, Powers and Prospects in Canada’s North (2009), A Canadian Priorities Agenda: Policy Choices to Improve Economic and Social Well-Being (2007), and Money, Politics and Health Care: Reconstructing the Federal-Provincial Partnership (2004). Before joining the IRPP as a research director in 1992, she worked as a researcher at the Institute for Policy Analysis at the University of Toronto and in the Department of Economics at the University of Western Ontario. She holds a graduate degree in economics from Université de Montréal. In this session, she will speak to a report published by the IRPP in 2015 titled Leaving Some Behind: What Happens When Workers Get Sick.

Wendy Porch is the Manager, Episodic Disabilities Initiatives at Realize [formerly the Canadian Working Group on HIV and Rehabilitation (CWGHR)] in Toronto. In this capacity, Wendy develops and implements initiatives related to related to employment, income security, human rights and mental health for people living with HIV and other episodic disabilities. Wendy also chairs the national Episodic Disabilities Forum, a pan-Canadian forum of more than 20 organizations with a shared interest in the development of policies and practices that are more inclusive of people living with episodic health conditions. Before joining CWGHR in January 2011, Wendy was a Research Fellow in the Accessibility in Educational Media Group at the Institute of Educational Technology, Open University, UK. Prior to this, Wendy was a Research & Development project coordinator at the Adaptive Technology Resource Centre at the University of Toronto. Wendy has also worked at ARCH Legal Aid Clinic and InfoAbility, an information and referral service for vulnerable adults in Ontario. She was also a community facilitator for the Building Bridges Project, through the Body Image Project at Women’s College Hospital. Wendy has an M.Ed. in Counselling Psychology from the Ontario Institute for Studies in Education at the University of Toronto.

Christopher Prinz is a Senior Policy Analyst in the Employment Policy Division of the Organisation for Economic Co-operation and Development (OECD). He joined the OECD in 2000 and has, since then, managed the work on several labour market, activation and disability policy reviews, including: Connecting People with Jobs (since 2015); Back to Work (2014-2016); Mental Health and Work (2011-2015; www.oecd.org/employment/mental-health-and-work.htm); and Sickness, Disability and Work (2006-10; www.oecd.org/employment/emp/sicknessdisabilityandwork.htm). He holds a doctorate in Statistics and Demography and is the main author of myriad reports on sickness, mental health and disability policy including Transforming Disability into Ability (2003), Breaking the Barriers (2010), Sick on the Job (2012) and Fit Mind, Fit Job (2015).

Who should attend these sessions?
Employees of the Government of Canada as well as provincial, territorial and municipal governments, employers from the private and public sectors, research professionals, and interested members of the disability community.
