Government Funding Programs in Manitoba

Vocational Rehabilitation Program

Support for post-secondary education may include funding for tuition and books, as well as disability-related accommodations such as assistive technology or sign language interpretation. Eligibility for these supports is determined by a Vocational Counsellor.

At the time of writing, there was a waiting list of approximately one year for tuition and books for multi-year post-secondary educational programs. However, no waiting list was reported for short-term skills training, academic upgrading and disability-related supports.

Student Loans Program

The Manitoba Student Aid Program helps Manitobans whose finances limit their educational choices. Awards are provided in the form of Canada and Manitoba Student Loans, grants, and bursaries, all based on financial need. To qualify for assistance you must be attending a post-secondary institution. Canada Student Loans are federally-subsidized loans that are is interest-free while you are a student and repayment is not required while you are a full-time student in an approved school. Repayment obligations do not commence until six months after you cease to be a full-time student. Under the Canada Student Loans Program, the maximum a student can receive is $165 210 per week for the number of weeks of study.

The Manitoba Student Loan are provincially-subsidized loans that are is interest-free while you maintain full-tme student status. You must begin repayment on the loan six months after you cease to be a full-time student (12 months for your Manitoba Student Loan if you remain in Manitoba). The maximum Manitoba Student Loan is $110 140.00 per week (times the number of weeks in your program). Manitoba Student Loans are also repayable.

To be eligible for financial assistance you must:

  • Be a Canadian citizen or permanent resident (landed immigrant);
  • Be a Manitoba resident;
  • Be enrolled as a full-time student at an approved post-secondary institution in a program at least 12 weeks in length;
  • Demonstrate satisfactory progress and attendance;
  • Not be in default of previous federal or provincial student financial assistance;
  • Have a financial need (which is determined by assessing the financial information you provide).

To apply you must submit an Application for Canada Student Loan and Manitoba Student Loan For Full-Time Post-Secondary Assistance. This application will be assessed for both Canada Student Loan and Manitoba Student Loan, as well as other awards. In some cases, if you are applying for other grants you may need to also complete a separate application, which is available from Manitoba Student Aid.

How is need determined? The assessment formula is simple: Costs - Resources = Need. Tuition, books, supplies, and living expenses are considered on the cost side of the equation. There are set amounts allowed for rent, food, transportation, and miscellaneous expenses. You are expected to live within these allowance levels.
