Career Transitions and Accessibility in the Federal Public Service project was initiated by the READ (Research, Education, Accessibility and Design) department at Carleton University in March 31st 2020. The research project is a collaboration of researchers with READ and national community partners, The National Educational Association of Disabled Students and the Canadian Council on Rehabilitation and Work. The project is funded by Accessibility Standards Canada for one fiscal year 2020/2021.

The project team is examining the barriers and facilitators at transition points into, within, and out of the Canadian federal public service ecosystem for persons with disabilities, examined across the employment lifecycle, from applying to separating from work in the federal public service (FPS), through an accessibility lens.

The team will conduct interviews and a survey with persons with disabilities who have experienced or are experiencing all of these transitions associated with the FPS. In addition, focus groups will be conducted with federal public service managers, with and without lived experience of disabilities, and also possibly with persons with disabilities who are applying to and who have left the FPS, to delve deeper into key issues that emerge from the survey and interviews.

The projects aims to address the current barriers in the work transitions to improve the accessibility of workplace environments and, in turn, the well-being of persons with disabilities within many organizations, as well as the Canadian federal public service. In addition, the project aims to build on and further support the FPS’s Accessibility Strategy, as well as support the development of relevant accessibility standards in the hiring, onboarding, retention and career development of persons with disabilities under the Accessible Canada Act.
